So called “favor-the-people projects”, it’s a kind of financial assistance, based on Embassy of Japan in abroad, which familiar with local conditions in recipient countries.
This project aims at initiating or organizing small projects of local public bodies, research and medical institutions in developing countries. Maximum funds for one item are 10 million yen. Although it’s not a lot, the small funds can directly benefit for local citizens.
This project to China began in 1991, and from that time to the present successfully carried out the approximately 168 projects, totally 11 hundred million yen, and received good evaluation from all circles.
Short introduction of “Favor-the-people project”
In order to improve local citizen’s welfare, directly and correctly carry out the financial assistance through Embassy of Japan and Consulates-General of Japan in recipient countries, this project is a kind of grant aid for social & economic developing programs in NGO, local public bodies, research and medical institution in developing countries. Its start from 1989, each item’s funds lower than 10 million yen (around 680,000 RMB) in principles. Although it’s a small fund, it achieved a high volume of comments because this project assists a variety of local needs and extended to large dimensions as time goes by.
The budget developed from 300 millions Yen in 1989 to 5.7 billions Yen in 1998. And the number of projects enlarged from 95 in 1989 to 1064 to 1998. Most of funds used for education and research fields, and insurance, medical treatment field, livelihood, and environment stood in the second place.
