Jointed efforts and implemented by China Population Welfare Foundation, China Family Planning Association and China Population News agent, work committee of “Programme of Happiness- to help impoverished mothers” has been established in 1995, and appointed Wang GuangMei the chief director. Centered on “Out of poverty, ignorance, and illness”, this nationwide projects aim to help impoverished mothers in family planning families in poor areas to develop their family economics and to rich prosperity road, through different methods such as small amount of credits, directly to person, cumulative operation, and working efforts to relieve their poverty.
Over the past decade hard work, those special models that aim at helping the poor or difficulties, and returning mother’s love with amazing emotional meanings aroused tremendous public concerns. By the end of 31st December 2006, Programme of Happiness had invested 40.140873 millions RMB which accumulated for this program, helped 171760 impoverished mothers as well as their families, benefited for more than 798397 individual persons, and set up 394 bases in 29 provinces, municipalities, or municipal areas. Thanks to this typical assistance objects and low-cost high effective poverty reduction system, “Programme of Happiness-to help impoverished mothers” has received a practical success in alleviating poverty and new programs development.

There is a special social group——impoverished mothers, in China’s poor population. They are still living in extremely poverty conditions. They do not have enough food, income resources, cultural education, hygiene medical care and other social welfare. They has to endure all hardships and tired works in silence for their families and children, they are suffering more in their life, bearing heavier pressures, and taking more excessively paid. They are the most hardship group in entire impoverished population.

Mothers should not belong to the poor. Returning mothers’ love, helping them out of poverty, ignorance and illness is all social members’ responsibility. In order to help the impoverished mothers, China Population Welfare Foundation, China family Planning Association and China Population Newsagent initiated Programme of Happiness in 1995. Set up the special funds for domestic and abroad funds-raising, organized assistance activities, Programme of Happiness to draw attention to impoverished motherand tried to get supporting and concerns from all social circles.

Out of poverty—providing small amount of credits to individual persons, circulating used and working for reduced poverty, the program helps impoverished mothers increasing their families’ incomes. Offering employment opportunities, gaining their additional incomes, the program is going to help mothers and their families out of poverty and improve their economic and social status.
Out of ignorance—to set up village-levels mother school, to organize a variety of training classes, the program is determining to eliminating illiteracy among impoverished mothers, studying scientific & cultural knowledge, obtaining one or two practical techniques, and understanding more reproductive health care information.
Out of illness—providing common women’s disease examinations and treatment, offering the reproductive health care services.

Rooted in society, just like the Chinese saying, “water in canals clear and limpid because it’s always from pure and flow sources”, all the activities of this program comes from our society and everyone who loved mothers and with great sense of responsibility in this society.
Being social projects beyond this century, Programme of Happiness will keep supporting government out of poverty and implementing strategy goals of “the Grand Development Plan of Western China”. It will pay close attention to new and difficult problems that cause from social development procedures; always take care and help impoverished mothers as their own duty.
