Background
To fulfill spirit of “Decision of the Central Committee of the Communist Party of China on improving population and family planning work and solving population problems” and new rural construction; to take further steps facilitating building socialism and a harmonious society; to develop China’s population welfare; China Population Welfare Foundation initiated public beneficial project of “OVOE-One Village One Enterprise”.
“OVOE-One Village One Enterprise” means an enterprise make friends with a village and support this village. Being sister’s relationship each other, an enterprise help a village get rid of poverty.
There are 658,000 village-level governments in rural areas in our country. Most of them under developed because they were in disadvantages situations, especially in education, science and technology, culture, medical treatment, and aged care in western countryside. To some extent, the whole China’s development depends on countryside developing. Till now, about 10 million enterprises registered in China. So we should positively motivate and fully utilize the resources and advantages of enterprises. To promote the harmonized development in education, science, culture, medical, and aged care etc.; to provide production and standard of living in rural areas; to enhance population welfare and families’ happiness in rural area, it will move new socialism country’s construction forwards and build a harmonious society.

How can enterprises participate?
Enterprises can make donations, which could be funds, materials, or intelligence etc. according to their current situations.

1、Funds donation
300,000 RMB can set up a happy aged active center with stationery/sports articles.
200,000 RMB can set up a happy village-level hygiene medical treatment center with part of medical equipments.
150,000 RMB can set up a happy primary school or kindergarten.
100,000 RMB can set up a happy peasant’s bookstore
50,000 RMB can set up a happy village IT service center with mainly supplied for computers
5,000 RMB can assist one poverty child studying till university
3,000 RMB can help an impoverished family-planning family developing their family economic.
2、Materials donation
Enterprises can donate materials according to the management principles of China Population Welfare Foundation for donation.
3、Intelligence donation
Enterprises can provide the practical development idea and consultant for sister’s village, invite villagers to visit the enterprise and training villagers, hand out brochures for imperative knowledge, provide corresponding villagers doing their internships or help them find the job, work together for village poverty reduced management and build the road to rich.

Returns

1. Funds - you can get receipts which equal to same amount of tax; you can name the single item which you donated; you can have long term cooperation relationships with the foundation and with honor of public beneficial behavior in some ways; and other relevant activities.
2. Donate materials - materials will be sent to appointors according to donator’s suggestions, meanwhile mark the donator’s sign on the package; and award tablet will be public in the using places for big amount of donations.
3. To try to build long relationship between donators and appointors, and to improve donator’s reputation by public beneficial activity.

Principles of implementation

1. Keep following free-will donation and provide timely principles
2. To set up a WebPages for working, promotion and online searching; to set up the online following system for procedure of the activities and donator’s introductions etc; to establish hot line and donation stages; to organize relevant activities and promotion materials; this program will perfect contributions through China Population and family planning systems.
3. According to the program’s developing, the foundation will invite the influenced person to be prolocutor with love heart and charity for the happy village action-“OVOE-One Village One Enterprise” and to be representative to attend donation ceremony.
4. To organize professional officers working for funds-raising activities, directly persuade donating and charity sale etc; to develop this program through news media and other strengthen organizations from all circles of society.
5. To implement the happy village action-“OVOE-One Village One Enterprise”, funds and materials will be put out for village-level organizations through town, county, municipality, and province step by step after the application approved. Executants of this program are committee of the village.
6. This program builds uni-supervised group based on the county and village-level governments, which directly take responsibility to the office of the happy village action-“OVOE-One Village One Enterprise” in China Population Welfare Foundation.
7. Implementing of this program relies on the principle of two different examinations, subsection and stage examinations. The result of examinations will be open to the public every quarter.  

Financial management

Financing utilizing
All funds will be unified management by China Population Welfare Foundation according to the special funds management principle. Mainly funds will supply for rural area, they can purchase relevant materials, and they can divide funds into sections and stages according to donator suggestions.

10% of funds will be project management and working expenses, all others have to be used in public benefit activities.

Goals
This program will try to build at least 10,000 supporting bridges between enterprises and western impoverished villages, and establish 100,000 stages for OVOE villages within three years.
