Background
Being central issue of government and international society, ecological construction and environmental protection are becoming the most important part of the region economic development and social sustainable development in this world. Meanwhile, eco-safety is becoming the key part of the state security. Being the key objective of built a well-off society in an all-round way; our government has to meet new standards in ecological construction and environmental protection. The objectives are that the capability of sustainable development will be steadily enhanced; the ecological environment will be changed; the efficiency in using resources will be significantly increased; relationships between man and nature will be harmonious. The whole society will enter into civilized development road with the growth of production, an affluent life and good ecosystem.
In order to positive-response and implement issued spirit of series state, China Population Welfare Foundation initiated "Happy Homeland-Barren Hills subscription" in Nov. 2006. Cooperated with Japan 2050 International Assistance Mission and GanSu Family Planning Commission，it's a green public beneficial action aims at poverty reduction and out of predicament for western China through ecological construction.
In order to build a harmonious society and a new socialist countryside, "Happy Homeland-Barren Hills subscription" is a green hope program. The missions of this action are: "to promote ecological construction progress in western china through barren hills subscription activities, scheduled green oasis; to accelerate economic development of western china through ecological construction; to expand new countryside poverty reduction programs and sustainable development; to advance a harmonious society through love contribution from all people of society." This action is to persuade the most widely public individuals and groups to plant economic trees in barren area of china, so achieved objectives that maintaining water and soil, preventing pollutions, protecting environment, poverty reduction, improving public moral awareness of stainable development, and ecological environment.
About 40% soil suffered drought in China. It' the family land for more than 10 million population(most of population are impoverished people and minorities）. However, more and more serious desertification in these regions arouses local economic, social, and eco-environmental problems. It's said that almost 50% soil in western China suffered middle degree of soil desertification and heavy soil desertification. So far there is 27% soil suffered wind erosion, 16% soil suffered water erosion and 10% soil became desertification. In worse ecological regions, more and more impoverished population's gathered in, and eco-problems are becoming essential problems that limited and puzzled sustainable development in western poverty regions. (Early 1980's, UN experts explored Dingxi County in GanSu province.  They identified this area as completely unsuitable habitat.) At the same time, middle and eastern people's life and living environment is seriously influenced by worse and worse eco-environment. It's brought huge disaster and economic losses in economic and social development in our country, such as flood frequently happened in Yangtze River, sandstorm spread all around china, drought land extended to north and west-north area in China, etc.
Office of this project is the key organizer and implementer. Mainly returning farmlands to forests and barren land suitable for planting forests in western china (first part of samples in YongDeng county Gunsu province, TongWei county and Lingtao County in DingXi area), this program planted a great of amount eco-economical trees which be able to bear leanness and drought land Large Fruit of Sea buckthorn. To join this donation, you can donate5 RMB for 1 tree, donate 200 RMB for 1 Mu returning farmlands to forests, donate 400 RMB for 1Mu waste hill suitable for planting forests. To help impoverished peasants out off poverty, to enter into rich and happy life through controlled soil and water losses as well as improving eco-environment, and to develop local countryside economics, we are going to plant more eco-economical trees.

Mission statement
Motivated the strength of domestic and abroad, we are going to plant more ecological economic trees (that be able to bear leanness and drought land i.e. Large Fruit of Sea buckthorn). In order to protect fragility eco-environment in western china, to build sustainable development roads, to reduce poverty, this project will expand eco-economic tree fields. To improve awareness for environmental protection and sustainable development; to promote national eco-industry constructions, rural development and reduced poverty industries; this program will concentrate on creating the beautiful environment that nature and human being a harmonious life together, protecting fertile lands and hills, improving ecological balance in western regions, and contributing the national eco-safety in China.

Objective
This activity is aiming at planting advanced and eco-plant such as Large Fruit of Sea buckthorn in fragility eco-environment areas in western china. At the same time, this program is trying to fulfill ecological balance protection in western china, and limit of the desolation wilderness.
Start from 2007, and within 5-8 years, this activity will accomplish more than 300,000 Mu returning farmlands to forests and plant additional Large Fruit of Sea buckthorn in waste mountains suitable for planting forests in Yong Deng, Tong Wei, Lin Tao counties etc. Our program will help family planning impoverished families, assist peasant works such as returned farmlands to forests and planting Large Fruit of Sea buckthorn, and make sure they have long term benefits.
This activity aims to provide more employment opportunities to poverty family planning families, particularly for impoverished mother in rural areas; to decrease population flowing; to increase family economic incomes; to promote social gender equality; to improve harmonious and stable environment between families and society; and to solve problems of economic industrialization sustainable development in rural areas.
Impoverished family planning families participated; this program is going to educate ecological protection and contribution ability in pointed regions, for example, regularly organized environmental lectures; forest planting technique; training of family economics' capability.
Regard as local education institution, social organizations, and individual who can communicate with outsider, the project places will be a basement for environmental protection education. The basement can be communicated center and mutual study place for green projects.
In order to protect our earth, we hands in hands work for eco-environment contributions in western of China, meanwhile we appeal the whole society paying more attention to these environmental problems.

Principles of implementation 

1. Keep following free-will participated principles of public benefits.
2. To build the WebPages for working and promotion and online searching programs on the internet; to set up the online following system for procedure of the activities and donator's introductions etc; to establish hot line and donation stages; to organize relevant activities and promotion materials; this program will perfect contribution activities through China Population and family planning systems.
3. To organize professional officers working for funds-raising activities, directly persuade donation and charity sale etc; to develop this program through news media and other strengthen organizations from all circles of society.
4. To carry out the eco-poverty reduction program-"Happy Homeland-Barren Hills subscription", we united with forest and family planning departments in sample areas; handed over planting task to professional forest company; and organized impoverished families to take part in the barren hills planting in sample areas of this program.
5. Being center of local family planning committee, program launched uni-supervised group based on the provincial and municipal governments, which directly took responsibility to the office of "Happy Homeland-Barren Hills subscription" in China Population Welfare Foundation.
6. There are two kinds of examinations in this program. One is the subsection examination, the other one is stages examination according to the principles. The result of examinations will open to the public every quarter.  

Financial Management

All funds will be unified management by China Population Welfare Foundation according to the special funds management principle. Mainly funds utilizes returning farmland to forests and planting trees that be able to bear leanness and drought land i.e. Large Fruit of Sea buckthorn in the barren hills, and their donation will be divided into different sections and stages, considering donator's advice.
2. 10% of the funds will be project management and working expenses, all others used in public benefit activities.
