Indonesian president Megawati was invited to meet Wang Guangmei, the director of Project Happiness in DIAOYUTAI state guesthouse. She is personally making a donation of $10,000 to this project and she is the first individual donator as foreign leader from abroad.

From June to August, Miao Xia, Vice President of China Population Welfare Foundation and Secretary-General, being the organizer, organized other relevant person to do the interview in 70 families and to do basic investigations in families in 5 provinces and 12 villages in GanSu, NingXia, SiChuan, HuNan, and Zhejiang, whose experienced accidental risk, e.g. orphans, single baby handicapped, dead, and experienced complications during operations in family planning family.
The survey report (poverty-families who suffered accident need help from the public in family planning) submitted the treatment and suggestions for those questions. Reports received significant recognition from relevant leaders after edited by files & documents in Family Planning Commission of China，Aggregates news in XinHua News Agency，and Reference news of People’s Daily.

Cooperated with an international organization in US（sub-branch of Rotary International）, our foundation set up the Project of Happy smile. Volunteers provided plastic surgery for 113 cleft lip and palate patients and 13 Strabismus Patients for free. Medical equipments, valued 150,000 RMB, were sent to the first hospital in Jiujiang City by XuZhou Shengpu Medical Instrument Technical & Equipment Co. LTD.

Li Honggui & Pan Guiyu, representative of NPC & CPPCC, submitted reports-“On the suggestion about set up the risk funds for single baby families in rural area” and “The implementation of assisting poverty-stricken family planning families” according to the former investigation report. NPC Delegates & CPPCC Members and departments of finance received high recognition to this issue and replied positive support for this.

In the event of "SARS" outbreak circumstances, China Charity Federation and our foundation called all circles of societies, mobilized to donate money and goods for "SARS" patients and medical staff. Meanwhile, JiangSu KONO medical equipment Co. Ltd. and our foundation jointly initiated the activity of “Against SARS, Show Love” and send medical equipments to people in epidemic-stricken area. 28 monitors, valued 1.36 millions RMB, were donated to 21 pointed anti-SARS medical organizations.

In the period of “Mother’s Day”, the State Administration of Taxation, China Publishing Group, China Foreign Languages Publishing and Distribution Administration and the organizing committee jointly launched the theme of fund-raising activities, a total of 340.43 million RMB in fund-raising.

Our foundation received $30,000 from Fort Foundation, and organized “Programme of Happiness - Helping HIV/ADIS Orphans”. The project helped 93 orphans, set up love stations in two local primary schools, and invited two teachers with plenty of love heart being special tutor to help HIV/ADIS orphans, so they can go back their study.

More than a hundred painting and calligraphy artists of Beijing donated a hundred works showing their positive response and supporting. Cooperated with the China Three Gorges Painting School, the foundation initiated the activities of “painting and calligraphy donations for caring HIV/AIDS orphans during new spring festival greeting meeting in capital”. Peng Peiyun, Honor president of the Women's Federation, Zhang Weiqing, Minister in charge of State Family Planning Commission, Wu Jingchun, vice chairwoman of China Family Planning Association and the executive vice president of China Population Welfare Foundation, attended the meeting and issued certificates to the representatives of painting and calligraphy artists.

The 5th meeting of the 3rd council organized in Beijing. HeLu Li, vice chairwoman of the NPC Standing Committee, president of the China Population Welfare Foundation, attend the meeting and deliver the speech. 18 council members, i.e. Liu Hanbin, Miao Xia, Liu Baoshun and other directors, and Wang SuiQi, Law Consultant, attended the meeting. During the Children’s Day, our foundation received assistances from Bayer Corporation (Germany) and organized the “summer camp for HIV/AIDS orphans (Programme Happiness)”. The HIV/AIDS orphans enjoyed caring from all circle societies through these activities, and they had beautiful memory for their healthy growing up.

More than 60 representatives of the councils and relative persons attended the meeting. The Foundation has reformed of the interior framework according to working recommendations of the 6th meeting of the 3rd councils and the 4th meeting of the 1st council, which set up Domestic Development Department, International Cooperation Department, Project Department and the Management Department.

Deepening reform, building an enhanced system, the foundation set up regulations “rules of employment contract of China Population Welfare Foundation (For trial implementation)”, “rules of pay structure of China Population Welfare Foundation (For trial implementation)”, “rules of post salary systems of China Population Welfare Foundation (For trial implementation)”, and “rules of retirement systems of China Population Welfare Foundation (For trial implementation)”. Domestic Development Department, International Cooperation Department, and Project Department dedicated to design and prepare for projects; Management Department focused on supporting or servicing for relative department. And the foundation established volunteer service system which based professional committee and special funds; controlled the complex relationships among different department’s functions and activities, initial fulfillment governance structure of social organization.

In order to promote the Programme of Happiness, "China's Population" published special column those 10 years experiences - to commemorate the "Programme of Happiness" during the 10th anniversary of Programme of Happiness. Meanwhile, we proposed again for "caring poverty mothers" in all societies through special reports in CETV, CCTV7, NETEASE, and TENCENT NETWORK. In this year, there are series of activities improved the project's reputation, e.g. 10,000 students signed for "for mother's smile" organized by students in ChangSha Normal University in Hunan, published special issues of Civilization Magazine, organized the charity party-"For Mother's Smile" in Shenzhen, and promotion activity of "the appraisal of the program under which officials,doctors,scientist and college students go to the countryside to spread scientific and literacy knowledge and offer medical service to farmers etc".

Cooperated with international organizations, our foundation offered three scheduled times operations on infants' cleft lip and palate for 250 children in GanZhou, JiuJiang in JiangXi Province and Chongqing for free.
